State report card
Hains Elementary’s 2025 CCRPI single score was 57.4, according to the Governor’s Office of Student Achievement’s School Grades data. The Georgia average for elementary schools was 78.6 and the Richmond County School System’s was 65.5. The school’s single score was 48.4 in 2023, 64.6 in 2024 and 57.4 in 2025. The full report card, with subgroups and the parts of the score, is on the state’s Hains Elementary report card.
CCRPI is the Georgia Department of Education’s “comprehensive school improvement, accountability, and communication platform,” according to GaDOE. The single score runs from 0 to 100 and is built from content mastery, progress, closing gaps and readiness, plus graduation rate for high schools. Georgia does not publish an A-to-F letter grade for schools in its 2025 data.
Georgia Milestones end-of-grade tests (grades 3-5), 2025, share of tested students at each of the two top levels:
| Subject | Proficient | Distinguished |
|---|---|---|
| English language arts | 18.8% | 3.1% |
| Math | 12.2% | 2% |
| Science (fifth grade) | 15.2% | 1.5% |
The same data put 22.1% of third graders (Georgia: 41.7%) and 40% of fifth graders (Georgia: 55.1%) reading at or above grade level.
Attendance zone
Zones are set by the Richmond County School System and do not follow neighborhood lines or city limits. Check any address in the district’s School Zone and Bus Stop Locator. The district does not publish a feeder list; the feeder schools below come from that locator, which we checked at about 1,200 points across Richmond County on Oct. 6, 2026. Hains students go on to Richmond Hill Middle. At the high school level the Hains zone is split: about two-thirds of the points we checked were zoned for T.W. Josey and the rest for Butler High.
Jenkins-White Elementary is no longer in the district’s school directory or zone locator. Under the district’s 2026 facilities master plan, its students were to be split by neighborhood among A. Dorothy Hains, W.S. Hornsby, Lamar-Milledge and Wilkinson Gardens elementary schools from 2026-27, according to the district’s plan FAQ. Students in the NPU 41 neighborhood go to Hains, then Richmond Hill Middle and Butler High, the FAQ says. The FAQ also says the Josey zone dissolves after 2028-29. The district’s master plan page has the hearing recordings and updates.
